•        Lead in the development and implementation of Strategic Plans and other policies in collaboration with other Units, Departments, Directorates, Partners and Stakeholders

•        Coordination, guidance and development of short, medium and long-term plans and budgets for MHA

•        Initiate policies consistent with Mental Health Care delivery

•        Develop and implement Monitoring and Evaluation framework for programmes and projects

•        Develop performance contracts and ensure its implementation

•        Lead and coordinate the writing of all Statutory Reports
